Chapter 145 of the Texas Local Government Code requires that cities with populations over 100,000 must have their municipal officers (mayor, a member of the governing body, the municipal attorney, or the city manager of a municipality) and candidates for a municipal office file with the city clerk or secretary a financial statement annually. These personal financial statements are required to be considered public records.
For the past two years, Hicks’s PFS listed “TNM LLC” as his employer, using an address that actually belongs to a payroll processing company. This vague and inaccurate disclosure makes it impossible for citizens to verify his employment, raising serious concerns about potential conflicts of interest and his ability to serve the public impartially.
You can find the personal financial statement here.
