Candidates for public office have been known to bluff on their Campaign Finance Reports when it comes to loans… it’s an easy way to say “we have a war chest” without a convenient means to prove it. It also allows the candidate to legally repay themselves from the campaign account after they have received contributions.
Hicks received a letter from the Texas Ethics Commission in late July regarding his failure to disclose the source of a $12,000 loan on his previous Campaign Finance Report. This compelled him to file an amended report where he conveniently claimed his wife, who is also his campaign treasurer, as the source of the loan. Given their recent financial troubles (read about it here), this is all very questionable.
